Question / Help Using OBS NDI with Skype

My goal: This is my first time using OBS, I would like to stream a Skype conversation to YouTube using OBS. I installed both OBS ver 24.0.3 and NDI 4, the version that is supposed to work with the version of OBS I am using, for some reason, I don't see the NDI option listed in the Tool/dropdown list. Please help.

I am not getting any errors, I simply don't see NDI anywhere.

the NDI plugin for OBS did not get installed to the correct folder.
And I didn't need all 10 logs.

In to OBS' main program folder.

That's not the plugin, that's the runtimes. Those are different.
