Question / Help Using NDI plugin + streaming computer

Relevant information:

Streaming computer is also used by parents to open small things like gmail or word processing. (But current problems exist even with nobody using the computer + only OBS running)

The problem I am facing is that no matter what I do, I cannot output a smooth 720@30fps stream on anything below ultrafast preset. My options are
A.(superfast) Textures/Objects in game are pixelated, but when I move the in game camera the video looks smooth with no jumps.
B.(anything below superfast) Textures/Objects in game look very crisp and clean, even while moving, but when I move the in game camera the video becomes more stuttery as I increase encoding (veryfast, faster, fast, etc) and does not look smooth at all.

My question is: How is that CPU not powerful enough to do anything below superfast? Since the only thing running on that computer is OBS, then it should at least be able to do veryfast I would think? Any suggestions on what I can do besides buy a new CPU?

Its a downclocked i5 from Ivy Bridge if I'm not mistaken. You shouldn't expect miracles from it. You'd be better off reversing the roles, everything else equal, as a 6 core with hyperthreading is probably around 3 times better at video encoding than a quad core without hyperthreading. And they'd be pretty close to each other for gaming.

Guessing that isn't an option though. So that being the case, post some log files.

You see, I was not expecting miracles from it. I knew that I medium was probably the lowest I could get away with. But when I found out I could only get a smooth video on superfast, I can't believe it is a problem with my cpu. I mean, you have people using laptops that get away with veryfast all the time.

Sadly that is not an option, and based off how poorly my dad's cpu is doing here, then I doubt I would want to try and play ARMA 3 or The Hunter Call of the Wild with it...

The log from your gaming PC.

I used to use an i7 2600k for a dedicated encoding PC and it couldn't do Medium preset. An downclocked i5 would be significantly worse.
