Using Internet Essentials from ComCast. Not enough bandwidth. Can I stream locally?

The video and audio are so choppy using Internet Essentials and I simply cannot afford better internet service. What I would like to be able to do is to use the camera on my phone and stream to another device on my home network to increase quality. How do I do this?
