Question / Help Using CQP @ 18 Lags Compared To CBR @ 55000 (Vegas Pro 13)

Also happens with After Effects/Premiere Pro. Is there a reason all these editors have lag issues when playing back/moving within the video on the timelines on CQP but not on CBR?
 
Please post a log from a recording session that produces a video with this problem! If possible, could you also provide us with a short video where you see this problem so that we can also try to duplicate the issue?

I just tested a short video recorded from OBS Studio 0.15.4 using NVENC H.264 and CQP 18 in Premier Pro CC 2015.3 without issue.

How do I post a log? A video won't help, imagine editing and having smooth playback as normal, that occurs with CBR. But when I use CQP it stutters and lags all over the place.

The link I provided in my previous reply contains instructions on how to post a log.

A video absolutely would help us visualize the issue without relying on textual descriptions. It could also allow us to analyze the actual video file(s) to see if one is malformed somehow.
