Useful Settings for base-end PCs

Hi ! I'm using a Pentium 3558u laptop with 12GB RAM (DDR3L) and Intel HD Graphics. I try to record Minecraft (on a server) with OBS and it lags sometimes. I turn off all unnecessary processes manually using Task Manager such as FMAPP, IGFHX Module and with OBS set at 1280x720 @20fps on Minecraft, my CPU Usage is 89% and RAM allocated to MC is 6GB AND 6GB is allocated to OBS. How can I make gameplay smoother ? In my background, nothing except MC and OBS are running. Anything I can do ?
BASELINE - I am a student, so I can't afford anything right now due to my tuition costs.
 
There isn't anything you can do. That CPU is incredibly weak. "Pentium" is reserved for the lowest-end Intel CPUs at this point, and it's a U-variant on top of that, which sacrifice performance in favor of battery life.

Real-time video encoding is a VERY computationally-demanding task. You're asking a mouse to deadlift a tank, and asking why it's struggling.

Hey thanks - so I'm looking at a laptop rn with these specs -
HP Pavilion
8GB RAM + Ryzen 5 3rd Gen + 1TB HDD (will be swapped for an SSD) + GTX 1650 [ 4GB ]
$779
OR

Lenovo L340
8GB RAM + i5 9th Gen + 512GB PCiE NVme SSD + GTX 1650 [ 3GB ]
$749

P.S Both CPU's are H Series, not U.
Which one is better and how would streaming & recording Minecraft be like on these ?
 
Personally, I'd go with newer Ryzen, but the NVMe vs HDD will have a MUCH larger impact on performance. I use HDD for archive/capacity storage ONLY at this point. I won't run an OS on a non-SSD, and strongly prefer NVMe vs SATA SSD for my use case

And beware, that is most likely the 2 generation old GPU tech. On the desktop side, the recommendation is GTX 1650 Super to get the Turing NVENC. But, supposedly some more recently produced 1650 are Turing?? It is on you to check. Most likely either laptop is fine for what you are asking.... but... you don't want to buy a new laptop every 2 years, so I'd ask which will last longer. Have you done a check of the specific CPU models (which you did NOT list above) to compare performance metrics? And what about ports? is Thunderbolt 3 on the Intel CPU model? does that matter to you? On the HP with Ryzen, you mention swapping for SSD - does it have a NVMe port, or only SATA? Do you plan on doing video editing?

Well, I actually got another model for a steal deal, it's a i5-10300H with 8GB (Upgraded to 16GB Dual Channel @3200MhZ) , GTX 1650 4GB , 256GB SSD (Boot DRIVE) + 1TB HDD . This one has an extra SSD slot as well, where I'm planning to throw in a 512GB PCIe NVMe SSD for my applications and use the 5400RPM HDD for file/archive/raw footage storage.

Yes, I do frequent editing on Premiere & After Effects, but almost daily in FilmoraX.

Before you ask, it's a Lenovo IdeaPad Gaming 3i.
