Question / Help Used to stream with 2000+ bitrate, took a few months off, now can't leave 300 bitrate?

So I took a few months off of streaming, and before the break I was going for almost a year, and was streaming at 60fps, 2500 bitrate, and maybe a few dropped frames here or there.

BUT, now that I want to start streaming again, the auto-setup wizard recommends hardware encoder and like 84 video bitrate. When I test stream, it shows so many dropped frames since the Kp/s isn't going higher than 300. Is something up? How can I fix this?

Log File attached since the URL it gives me is just "hastebin.com" with nothing else

If I follow all the advice on there, and still suffering from incredibly low bitrate and high dropped frames, is there any way to see if it's hardware related (which is my worry) and that's why OBS is reporting these bad numbers, if not in this forum then somewhere else?
