Can OBS do the feature that alow to use the webcam to stream to multiple aplications same time?

This feature is presente on Splitcam: Feel free to use your webcam in several applications without receiving “webcam busy” error. Believe your webcam can do more!

I'm interested to use OBS with chroma key effect to brocast in several applications in hd.

Can OBS do this?

If OBS can't split the image feed of webcam and chroma key to multiple feed, OBS can brocast to Splitcam?
