Does any other software recognize the capture device? Which capture device model/brand is it?
If it's an inexpensive one like an Easycap, quality control is generally not great.
If it's something made by Hauppage, returning it immediately would be advisable.
Many times no-name devices will not be UVC compliant, which OBS requires to recognize them as a capture device. Normally these devices only work with their own software suite.
This may be a hardware issue, and not something OBS can affect in any way; if the laptop does not recogni'ze the USB device, OBS can't make it do so.

Just as a follow up, the AFUSI capture card originally sent by the Amazon seller was not recognized by my laptop so the seller sent me an EzCap Video Grabber device at no charge and this one worked fine. Thanks again for your help.Thanks for your response FerretBomb. The capture card maker is AFUSI. I cannot determine if it is UVC compliant. Anyway, it appears my laptop doesn't recognize it either. No tone alert when I plug it into a USB port. After reading your post, I updated all drivers on my laptop including USB 2.0. Still no go
This capture card was included in a VHS-to-digital conversion package including VCR. I sent a request for information to the seller. Hoping they can straighten all this out.
