Question / Help URGENT Entire computer lags w/ OBS Studio open (while not streaming/recording)

(In the event that someone happens across this in their troubleshooting journeys, the problem here was caused by a faulty CPU.)

The situation:
UPDATED INFO
As soon as I start up OBS, and have a capture source showing, all video/game footage starts to stutter. Hiding the source returns everything to normal. This effect is observed in both WoW & D3, and with a simple Display Capture showing the OBS website in Firefox (the animated ticker at the top starts to stutter).

Anyone have any suggestions? I'm at a total loss and have tried numerous (see below) things to try and fix it.

CPU runs fine at 12% (OBS clocks in at around 3-6% while idling)
Temps are fine at ~35C
GPU temps are fine

Computer specs:
Intel i7-5820k @ 4.2Ghz
Asus GTX970
Corsair Vengeance 32GB
Samsung 850 EVO (500GB)

Windows 10 (also tried on Windows 7)
Latest NVidia drivers
Vsync disabled (ingame & NVidia control panel) (Also tried with it enabled.)

What I've tried (none of which had any effect):
  • Uninstalled and reinstalled 0.13.4
  • Reverted back to 0.13.0
  • Used classic OBS
  • Ran 32-bit / 64-bit clients
  • Disabled preview in OBS
  • Used game capture / window capture / display capture
  • Ran webcam / no webcam
  • Used x264 / NVENC
  • Used OpenGL (stuttering was worse)
  • Turned down WoW's graphic settings (right down to the lowest of lows)
  • Ran WoW in fullscreen / windowed
  • Changed recording preset to veryfast / superfast / ultrafast
  • Flashed BIOS
  • Updated drivers for all hardware components
  • Uninstalled NVidia driver / software entirely
  • Installed OBS on an HDD rather than the SSD

It's disheartening that my first and only request for help with OBS seems to be overly difficult. Go figure lol

As it stands, I can't use OBS on my new system and have had no success fixing the issue (even reinstalled Windows 7 and spent hours updating that rubbish). This is truly frustrating, as I bought this new rig in part because I stream and wanted to be able to record footage while doing so. My old computer couldn't do that (so using it as a streaming machine is not an option sadly).

Please, if anyone has any ideas, I'd greatly appreciate the opportunity to explore even the remotest of possibilities!

I've updated my original post, as the problem now occurs without WoW running. It seems to be connected with having a capture source shown (stuttering stops when it's hidden). I hope this points someone towards a possible cause!

To be honest it's really difficult to troubleshoot these kind of issues. OBS doesn't have a lot of logging to help with this kind of issue when you aren't streaming. What is the CPU usage shown in OBS when you have this problem, shown in bottom right of the window. And what is your CPU usage in Task Manager, go to Details tab, sort by CPU and then upload a screenshot.

Can you also tell me what Nvidia driver version you are running, I've heard bad things about the latest drivers but can't see how this could be your problem really as it seems like you see the issue in Windows 7 as well

Oh one other thing can you enable v-sync please this will cap frame rates to a max rather than just letting them run away - this could be what is causing your issue.

I'll do a test stream tomorrow and upload that log if it helps.

Yeah, I suspected it was a driver thing also, so I tried older versions to no avail (uninstalled with DDU). No matter which version I run, the problems persist.

Sorry, I should've added that to the list of things I tried (tried so many things lol). Vsync did not change anything. Rebooted between settings changes just to make sure, too.

I'm away from my computer now, but I did check these. OBS reported 3-5% (obviously not while streaming); and TM reported 2-3%. When I do the stream test tomorrow, I'll make a more accurate note of that. CPU is the thing I'm focusing on atm, because a couple of my stress tests indicated there was some possible throttling going on (even though I have all of that disabled via BIOS and Control Panel's power management options).

Thanks very much for weighing in on this, Adrian. Here's hoping the streaming log file proves useful!

Same issue here. OBS doesn't do this to me, only OBS Studio.

Just after I replied that. I disabled shadowplay and installed the latest version of obs studio that just came out and seems to have fixed it for now.
