Uploading newly built plugin

I recently built a plugin for displaying scrolling information in OBS. I'm trying to find a way to post it in OBS resources to no avail.

Look at the top menu in this site. Select Plugins. Then you'll see the Add Resource at the right.
Make sure that you have read and agreed to the Resource Submission Guidelines. Be patience.
