CPU : FX 6300 // UPDATE 15/12/2015 : I bought an I7 4790k
GPU : GTX 960

720@60 is a bit much for your cpu actually, nothing to do with bitrate. you'd be best with 720@30.

Yeah its fine now. expect 720@60 at probably faster preset at least

or you could do 720@30 at slow preset (maybe)

you are probably correct. so medium would be a much safer answer.
