I'm attempting to do a simple stream just for fun. every time, my stream (Twitch/youtube) turns out the same. And while i stream the upload bounces around from 0kbps-3197kbps.

my pc is behind a netgear nighthawk r7000 and currently with QoS enabled, Dynamic QoS, and let speedtest detect my internet bandwith.
