Question / Help upload drops to 100kb

This is only happening to me when i use obs studio.. after a few moments of streaming my upload rate crashes from 2400kb to 100-150kb and never recovers.. simply hovers at the low kb.. now when i use obs classic all is fine and can stream for hours and hours.. I use the same settings within both apps.. is this a known bug? i've tried researching this with no answers

EDIT: here is my latest obs studio logs where my frames and kb/s would drop.. once again everything works fine in classic

You're having unknown Quick Sync streaming problems on 0.16.2 like several others.
