Question / Help Upload dropping to 0 and DCing stream, help pls

I am having issues with obs while streaming where it completely crashes my upload. My standard speeds are 350mbs down / 30-40m up. I need to know if it is my obs settings or if it is my ISP's side. I know you all need logs, and if you could walk me through what all you need and how to get the info for you it would be amazing. Thanks in advance!

Sorry forgot to mention it was not always like this. Been streaming for a couple months and it started acting up a couple weeks ago.

network adapter - up to date / new cables cat6
Try lowering bitrate
lowered it from 3k to 2500 to 2k
Don't stream over wireless
happens with and without router
Check your firewall / router
I have tested by turning off my firewalls, have no anti-virus running ( I have set scheduled scans )
Check your anti-virus / internet security software
same as above
Check bundled network software
I don't use them, because my net "was" amazing, lol
Try changing servers
Running the test Houston is my best option - at 10000+ 31ms
Speed Testing
will sit at 350-375 down and 30 up, but will drop randomly to 1-12 up flux while streaming.
Try the "new network code"
not exactly sure what this is
Bad router or bad networking hardware
100% positive this is not the case
Contact your ISP
They came out and changed existing wires

Is there a way to make sure I didn't mess anything up in my settings in OBS?
