Question / Help Upload at 0kb/s when i start streaming

It was working... I shut down the stream and then boom... all of a sudden it will not stream. Recording works. I was literally just online and then all of a sudden I go to stream and it won't do it.

Can someone please help me?

This is my last log when I tried to steam. Please help me this keeps happening..

When I reinstall obs it does work, however i have to reset everything. Please help me!
