Question / Help Upload 5MB/s OBS still losing frames (Bitrate 800)

HeyGuys, I would like to stream and stuff. But OBS is dropping frames while I am trying to stream. Here is log. https://gist.github.com/7eac02e2d50766181b765f7d29176abb

btw. I am trying to stream on laptop:
♦ GE62 2QF
►Led Panel: 15,6" Glare Wide View UHD
►CPU: Inter Core i7-4720HQ Processor
►VGA: NVIDIA GeForce GTX 970M/3GB GDDR5
►HDD: 1TB/7200RPM+256GB SSD (SUPER RAID)
►ODD: DVD Super-Multi
►RF: 802.11ac+BT

I see some problems.. First, tell me your upload speed.

With max bitrate 800 you cant stream 60 FPS, so change FPS to 30 or 25.
Change your audio bitrate around 120.

At advanced..

Process priority : normal
Scene buff:700
x264 Cpu Preset: you have fast, but i think you cpu cant handle so change to VERYFAST or superfast.

I hope it will work.

It is ranges between 3 - 4.7 Mbps

Key key, gonna change it. But I guess I could streaming in 2k bitrate, or?
