Should be. Your current CPU is pretty ancient, and the GTX 2xx series are known to be poor performers with OBS. So you kinda have double trouble at the moment. The new CPU/GPU should do just fine though, at least at 720p@30fps or so.

if you upgrade your system ... then actually upgrade it, it will be worth for the future. because the fx 6xxx can stream 720p just fine ... i've tested 1080p on a friends machine with an gtx 660 also 8 gigs of dd3 ram and the fx 6350 and he couldnt really stream 1080p on the default veryfast preset.
i'd recommend actually rethinking your upgrades and actually invest a bit more for something like an
intel xeon e3 1240v3 /at least a n amd fx 8320 (read a lot problems on obs forums with the whole fx series actually)
a gtx 760/amd r9 280x/amd r9 270x
8 gigs of pretty much everyone will be enough just make sure its 1600mhz at least with an cl7 timing(cl9 is also fine if you want to save a few bucks)
and for an motherboard well there are a lot i usually go by the reviews and the input of the buyers already given from brands like asus/gigabyte/msi

honest opinion ... save a bit more money then it will be by far better for the future
but if you cant wait go ahead i cant stop you, but you will probably regret your decision some day.
still 720p30 shouldnt be a big problem if you are planning on streaming league only and maybe a few other games

ohh wow i was wondering where you posted your upload but i just saw it that you got 0.7 mbit ... yeah thats actually a quite huge problem. i'd usually say at around 1000-1500 bitrate you get a really good result if you try to stream mobas like league/dota2 and so on.
but with 700 you'd probably have to use 500 and go with 480p maybe 540p and play with the presets dont forget that league is really weird if it comes to your upload speed when you are actually using it

the only benefit the hardware will give you is to stream on 480p or 540p with a slower preset. as long as you cant really upgrade your connection i would rethink about the investment.
