I recently realized that my streaming pc isnt cutting it unfortunatly, it has 16gb of ddr3 and a A8 6600k quad core with 3,9 ghz, its just not good enough to be using for obs combined with my capture card.

My gaming pc has a i5 4460k quad core running at 3,2 ghz, which works fine with streaming and playing most games. It runs all games perfectly fine when im not using obs together with it.

My question here is if i should pour some hard eraned bucks into my gaming pc upgrading it to a i7 6700k skylake with all new ddr4 ram and use my i5 4460k fpr my streaming pc, or should i go for a more budgetty upgrade my streaming pc and leave my gaming pc as it is now?

Your streaming PC should always have the more powerful CPU.

So pour the money in, but make the 6700k the streaming machine, and keep your i5 as the gaming system.
Alternately, follow this guide: https://www.reddit.com/r/Twitch/comments/47bzdc/budget_friendly_secondary_streaming_pc_guide/
and get a fairly low-cost dual Xeon encoder machine that beats out the encoding performance of a 5960x for a few hundred bucks.
AMD APUs are crap for streaming. Calling them 'anemic' is being extremely polite.

Really though, unless you're a Partnered caster, a 2PC setup really isn't necessary, or worth the hassle and complication in setup, much less the extra power bill. An i5 should be able to rock 720p@30fps without any problems on x264 Veryfast, and unless you're Partnered you flat-out don't have the bitrate available for higher res or framerates; going over 2000kbps will severely harm your stream's potential for growth.
