Instead of a new PC, get a Nvidia GTX 1070 or GTX 1080 and use nvenc as encoder. Much cheaper and will you get you the same if not better result.

The next nvidia graphics card is on the doorstep, yes. Reports and tests show that they are not really faster than the 1xxx generation but 50% more expensive than the already very expensive 1xxx generation. Currently, not worth buying. You will profit from the 2xxx generation most, if you buy one of the 1xxx generation whose price will drop because of the 2xxx generation.

For streamers, the best thing in the GTX cards is the nvenc hardware encoder. It's unrivaled. It relieves you from the huge cpu hog the x264 encoder is and enables you to have the command over your whole cpu and not only part of it.

If you buy new mainboard+cpu, then you have some old parts left over. Sell at ebay? At what price? The loss in value of the old parts counts towards the price of the new parts. Thus, the new parts are actually more expensive than your simple calculation.

My opinion only, of course.

a 8700k is currently a waste of money, the prices have increased so much in the last months because of intels problems with 10 nm that you should avoid (if you can) buying intel stuff for the next months.
If you stream to twitch so you are bandwidth limited i would say go for the amd 2700 non x since you can overclock that model yourself too. If you stream to youtube use the hardware encoder of your amd card and increase the bitrate

The next Nvidia Gen graphics cards is already here. Since you posted your prices in Euro I simply assume you are from germany. In germany or probably even in general the prices for an i7 8700k sky rocketed which makes it obsolete every since the new architecture was showcased (i7 9700k/i9 9900k).

You can get used GTX 1080 for 350-420 Euro in the last couple of weeks and there have been plenty sales on a GTX 1080 for 450-500 aswell.

You will lose gaming performance when switching to Ryzen but you gain performance in multitasking like gaming + streaming which kinda compensates for the few % lower fps ingames. Then again buying a Ryzen 2700x is a waste of money I would recommend getting a Ryzen 2700 instead and just OC it since they are pretty much the same except for XFR.

Or obviously go with the hardware encoder option and get a e.g. GTX 1070.
