from 26.1.1 says all updates are already installed ....

next time, the same repeats ....

to avoid this loop, re-start obs as 'administrator' .... not later, before ...
 
Some software has self auto-updating down to a science. however, it isn't easy, especially with the vast majority of ignorant users
So... have you tried simply downloading v27 and installing it (it should do an upgrade)?
