Bug Report Unusual frame dropping WIN8

So I have been streaming for a few weeks now and everything has been working perfectly, but the last week my stream has been dropping frames alot, and I know this isnt a net problem. Cause i tried to put everything to lowest (1 max bitrate and s o on) and i was still dropping frames. I start dropping frames after like 2 secounds

my specs:
i7-2600k
gtx 660ti
8gigs ram
.8 mbps upload
windows 8


I was streaming at :
60fps, 500 max bitrate ,500 buffer size ,quality 10 at 480p
192 audio bitrate.
minimize network inpact
server london,uk (living in sweden, tried all other servers though)

lower audio bitrate to 64 and disable "minimize network impact" or automatic low latency mode if you have any currently enabled.

trhe fix seems unstable, but works, i dunno

You have a really low upload speed and the problem may simply be that it's unstable.
