Question / Help Unstable Framerate in OBS

Hello,
I have problems with my OBS. The frame rate jumps every second from 25 - 60 fps back and forth. It does not matter which game I am streaming or which CPU preset I select. Nothing helps me with the problem.

My hardware is very good, it can not really be that:

Intel i7 8700K
GTX 1070Ti
16GB 3200 ram

I post here pictures of my CPU usage during the streaming and the OBS log.

I hope someone has some ideas left. I tried nearly everything!

Your GPU is maxed out.

OBS needs some GPU resources so if you have uncapped your FPS the game will get all the GPU and OBS none. Try enabling Vsync or capping your frame rate.
