Question / Help Unstable bitrate

My bitrate keeps bouncing around and i'm dropping a lot of frames. Twitch for some reason says I don't have CBR on but I do. I have the same connection I've always had but I did just download the simple scene changer plug in. Also when I preview stream my bitrate and frames are fine but only when I stream is it messed up.

you should look at this thread for achieving a more "strict" bitrate in obs, by calculating the right bitrate for your buffer. This makes your bitrate more constant , instead of bumping up and down all the time.
