Unstable bitrate for a long time since windows 10 update

Hi
Since I updated my windows 10 to 1809 a weird bitrate fluctuation appeared and remains until now. When it first started and I rolled back to previous windows 10 version the problem was gone but after updating again the problem reappeared and it has been with me since then. Before updating windows I could stream easily with whatever bitrate I wanted to (usually around 3500) without any issues. I've tried everything I could think of like: reinstalling windows, updating audio and video drivers, playing with bitrate and etc. My upload speed is over 10mbps all the time.
My PC specs:
motherboard: Asus X370 prime pro
CPU: Ryzen 5 2600
GPU: gtx 1070 ti
Windows 10 home 64 bit

Nothing anybody who really understands networking an higher level technical support can fix it. They inevitably get stumped because a user cannot fix this like they normally would.

Microsoft tech support and Intel all cannot help.

Potential solutions:

1) Revert to Windows 8.1
2) Install Linux
3) Find a way to install Windows on a previous version and permanently stay there until they fix this in one or two versions time

People are talking about this problem but I fear not enough for them to urgently fix it.

My personal feeling this is something to do with:

- Certain Intel Network Adaptors and the Windows 10 update
- Microwave networks or networks where it is not strictly end to end cable and the Windows 10 update

Thank you for sharing. I hope they come up with a solution soon, it's been like two years already.
