Question / Help Unable to view my stream when using 60fps on twitch

I've had it work ONCE, with 4000kbps at 720p and 60fps. OBS says its streaming perfectly fine but the stream will either be stuck on loading video or just say offline in twitch. I don't know if its OBS or twitch also i have a 10Mbps up connection so i doubt its that as well...
Any help is much appreciated! Danke

Do you happen to be using NVENC?
Yes is that an issue?

Yes, for some reason, some people have this exact problem with their stream showing up on Twitch when using higher than 30FPS with NVENC. (myself included)
