Unable to update Bitrate whilst broadcasting.

I've observed an issue with OBS 29.0.2. Correct me if i'm wrong.

The issues is, when sending a stream to any platform, you are no longer able to adjust the bitrate whilst being live. Say you started a stream with a bitrate of 4500, and you want to lower or raise this bitrate, you are able to input the new bitrate value, however when you press apply the change is not completed. It does not reflect on the stats dock, neither does it reflect on the platform you're broadcasting to. I've tried this on both Facebook and Youtube and experienced the issue. Currently the only way to change your bitrate for an active livestream would be to quickly stop the stream and make the change to the bitrate, then resume the stream.

Is this an intentional change or a bug? Is it known and can it be fixed?

It allows you to edit the bitrate value whilst streaming, but whatever new value you input, does not change while streaming. You'd have to stop and resume the stream for the new bitrate value to take effect.

Is it like this for you as well?

Sounds like https://github.com/obsproject/obs-studio/pull/8275, should be fixed next version. In the meantime lowering your NVENC preset should help.

Based on the info on the link, I did some tests. I found that the bitrate updates work once you begin the stream with P5 preset. The bitrate updates don't work on P6 or P7.
