I've observed an issue with OBS 29.0.2. Correct me if i'm wrong.
The issues is, when sending a stream to any platform, you are no longer able to adjust the bitrate whilst being live. Say you started a stream with a bitrate of 4500, and you want to lower or raise this bitrate, you are able to input the new bitrate value, however when you press apply the change is not completed. It does not reflect on the stats dock, neither does it reflect on the platform you're broadcasting to. I've tried this on both Facebook and Youtube and experienced the issue. Currently the only way to change your bitrate for an active livestream would be to quickly stop the stream and make the change to the bitrate, then resume the stream.
Is this an intentional change or a bug? Is it known and can it be fixed?
