Question / Help Unable to stream smoothly on Ryzen 5 3600 + 1050TI

Hi all!, im scratching my head for 3 days now, i have a new builded PC and im having a lot of stuttering when i use x264 encoder and streaming Warzone, i tried with a lot of different "fixes" but didnt found the issue, can someone give me a hand on this?, the CPU dont reach even 40% when i stream, i tried vertical sync on the gpu, admin-mode on obs, getting the scale from 1080 to 720, and a lot of other things :(.

I heard that this can happen because NVIDIA have issues prioritizing OBS over the game, but since this is x264, why it should be an issue, anyone with the same problem?
 
This appears to be the DX12 frame-out-of order issue I've run into. It seems to happen under these conditions:
- DX12 game
- Game Capture method is used
- GPU is run near its limits

The only workaround I've found is to lower in-game settings (cap framerate at 60 and make sure you never drop below), or use a different capture method (window capture or display capture).
