Question / Help Unable to stream in 60fps any more

Hello I am writing this because I am stumped and not sure about how to correct my situation.

For the past 18 months I have had verizon fios and had an 85/85 connection which enabled me to stream at 720p/60 without any issues what so ever unless it was server side on twitch. My wife and I have bought a house and unfortunately the only provider with moderately decent speeds is Time Warner. At first I was able to stream in 720p/60 with relative ease but as of late all I get is connectivity issues and dropped frames / streams. My connection is staying stable around 225 up/18 down, I even tested my jitter which is averaging 2ms with a 15ms ping.

I'm sure this is more than enough to continue to stream at 720p 60 as I have do so for a long time on my current with ease. I must note that today I streamed for just over 3 hours at 60fps with no issues until the end of the stream and then it fell apart. I've heard issues of Time Warner provider poor QoS to each other and was wondering if this could be the culprit.

My PC:
CPU - i7 4770k (no overclock)
Cooler - Corsair H100i
GPU - R9 280x Toxic Edition
Ram - 16gb Corsair Vengeance

I can provide further specs if need be.

OBS Settings
1280x720p
60fps
3000 kbps (even dropped to 2000 to see if it helped and it did not)
No Downscaling ( downscaled to 576p and 60fps at 2500kbps and it worked fine but not up to my standards)
Preset is set to fast

I keep my system monitor up on streams to see if my ram and cpu get overloaded and nothing seems wrong that would cause this. I am open to any suggestions but I'm afraid all I'm gonna hear is "Time Warner Sucks" which YES, yes they do lol.
 
Hello I did read that but it seems the problem is not coming from my hard ware at all. It seems as though the issue is with my ISP connecting to twitch. I decided to stream behind my VPN (astrill) and I barely had any issues what so ever. So I'm left only to assume that Time Warner does not like traffic to / from Twitch.
