The error I get is

"Starting the output failed. Please check the log for details.
Note: If you are using the NVENC or AMD encoders, make sure your video drivers are up to date."

I get this error for both the H264 Encoder (AMD Advanced Media Framework) and the x264.

Your log is not complete, but, the message you post shows the solution:
Update graphics drivers. Your log does not show the info usual when an AMD GPU is used.

Maybe you nead to do a clean reinstall with DDU

I saw the missing encoder error, too, so I updated my drivers. This log was recorded immediately after restarting. I'm not sure what you mean by the log is incomplete, I created it by starting OBS, clicking record, then closing OBS.

I will try this tool.

I think I understand now why my log was truncated. I have run the tool and reinstalled the latest version of my drivers. After restarting, I appear to have the same error.

Try reinstalling OBS.

I've reinstalled it already. If Output is in Simple configuration mode it works, but if it's in Advanced it doesn't.

Solved it. With Advanced mode enabled, under Recording, I previously had the Encoder set to (Use stream encoder). I changed it to the H264 Encoder and copied the settings from the Streaming setting. I've never streamed so I just always just configured the settings under Streaming and let it get mirrored over to Recording.

My totally uneducated guess: Something got renamed internally and wasn't duplicated over to the Recording settings.
