Question / Help Unable to get Quicksync working

I'm a bit at my wits end. I've been trying to get Quicksync working in the hopes of being able to record some gameplay, but I cannot get it to work. It appears that no matter what Quicksync is not activated, even though I can select it through OBS.

I've tried multiple guides that have been circulated throughout here, including the fake monitor, however, that does nothing for me. I already have two small monitors hooked up to my iGPU with my primary attached to my GPU.

By any chance could somehow tell me what I am doing wrong or what could possibly be the issue? Everything on paper seems like it should be working, but no matter what I go to record and I get a massive 40% (~150fps to 90fps in the Testing Range of Battlefield 4, if this is normal, please let me know) decrease in FPS, no matter how low I set the bitrate or framerate.

Setup:
  • i7 3770k (tried with several versions of the drivers for the iGPU, including the beta)
  • ASRock Z77 Extreme4 (supports Quick Sync)
  • 2x7850s
  • Windows 8 (tried 8.1, reinstalled 8, 8.1 did me no favors)
Last log file: https://gist.github.com/9010cf7c8cd3e6513939

I've also tried using other software that takes advantage of Quicksync such as q264 and Handbrake, but in both Quicksync appears to not be available. q264 flat out says Quicksync hardware is not available and uses ffmpeg instead for conversion.

If anyone can help I'd appreciate it.

From the log it seems QSV did work; feel free to select a different Quick Sync Preset in Advanced settings though, no need to use Best Quality for the bitrate you're using

I've tried all of them actually, none seem to make a difference, it always has the same impact regardless of which I use or bitrate. What irks me the most is OBS claims that it is working, however when I use other applications that can make use of QSV they report that it is not available. Any ideas why?
