Unable to create H265/HEVC encoder, error AMF_FAIL

Good afternoon, such a problem, when installing OBS there is no encoder on the video card, after installing the AMD-Encoder-for-OBS-Studio plugin.2.1.6 the error Unable to create H265/HEVC encoder, error AMF_FAIL crashes. What could be the problem. I have already reinstalled the drivers and tried different OBS from classic to 28.0.0

The most interesting thing is that in other programs like XSplit everything works. The feeling that OBS is not a video graphics card
