UI messed up

Currently running 27.2.4.
I had tried to upgrade to 28 and it messed up. Figured it could be a bad upgrade.
Tried again today to go to 29.1.3. This is what the UI looks like after both upgrades.

Computer is Ryzen 9 with a GeForce GT 710 at the latest driver.

I'm stumped.

THANKS!!!! Scale was set yo 125%. Changed it to 100% and it works.
