UI issue when trying to re-size panels

I keep my UI locked so this is just an annoyance when I need to move or resize any of the UI panels. When I unlock the UI and try to move or resize panels, sometimes the panel gets stuck to the mouse, sometimes the panels won't resize, sometimes it moves into another spot and I can't move it out. When that happens I have to reset UI and try again. Sometimes it's fine. It's been happening for me on both my MacBook pros (one Catalina, the other High Sierra) on all the updates since April when I first started using OBS. I'd love for this bug to get fixed!

Still a problem... There should be a different way to make layouts. Not drag-and-drop... I don't even care if I have to change a config file...
