Ubuntu 21.10: Error while opening the NVENC-codecs after Standby

Since I upgraded to Ubuntu 21.10 every time, I try to record something after my Computer was in Standby I get this error:

Error opening NVENC codec: Generic error in an external library
Check that your graphics drivers are up to date. Try closing other recording software like NVIDIA Shadowplay or Windows 10 Game DVR that may be using NVENC.

After a restart, it works again.
I am using a 1660 Super and Nvidia Driver Version 495.46. I included the log file.

Has anybody an idea how to fix this, or at least a command to just restart the part causing the problem.

I also completely reinstalled the graphic driver, with no change.
