Hi, i have a good internet connection (between 40 and 100 upload), so why is my stream lagging when i set the cpu settings to fast or faster? i have it on 4000bits as recommended by twitch and i have the intel core i5 10400F with 12 cores so that should not be the problem or is it? please somebody help me i dont understand what im doing wrong :/

That is the problem, that is a slow CPU.

Please check the analizer and look at the recommendations/fixes for some common issues.

In OBS audio settings (at the top) set the sample rate to 48Khz.
It is recommended also to enable windows game mode.
1) Restart OBS.
2) Start your stream/recording for about 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream/recording.
4) Select Help > Log Files > Upload Current Log File. Send that link via this troubleshooting tool or whichever support chat you are using.
If it keeps happening, lower those kbps to 3000 and go up until it start giving troubles.
And to test your Internet connection against Twitch it's adviced to use Twitch Bandwith Test. Please make a screenshot of it and post it here. Test it only for your region.

yes high perf is enabled and all energy savings or weird windows gaming settings are set up right according to youtube
ok thank you everyone i will test tomorrow again, one more question: would you recommend me to use the x264 encoder (uses cpu) or the one from amd (uses grafic card)? i thought since my gk is older it would be better to use the x264 but i saw on task manager that my cpu is alwys at 100% which i assume is not good right?
i have the radeon 580 series
so i tried again today, when i change the cpu settings on x264 encoder to lower than veryfast its lagging, when i put bitrate above 4000 its lagging, even tho my internet connection is good enough trust me, and when i put it lower like 3000 you said the picture is just so pixelated its not nice to watch anymore..
