Question / Help TwitchTV stream freezes and lags.

Hello!
My streams are consistently freezing and lagging, while ingame FPS seems to be fine. Can someone help me to solve this problem? Thanks in advance for your answers!

My upload: 3.8 MBit, 48ms ping to Twitch server (EU: Frankfurt, DE).
Settigns: 720p, 3000 bitrate, 6000 bufer.

Both your gpu and cpu looks to be having a hard time and you're also getting frame drops so here's a list of suggestions.

lower the ingame graphics
lower the stream fps o 25
if that window capture is for the game then just remove it from the scene only leave game capture. otherwise aero have to be turned on (transparent windows theme) for winow capture to work optimally
change the twitch ingest server from frankfurt to london or amesterdam
change the bitrate and bufsize to 2944
if you play your stream while streaming from the same computer try watching the stream from a different one instead.
 
Your Cpu is good enough to be able to stream in 720p but your Graphics card is not strong enough to provide enough headroom for OBS (unless you stream low end games or games with many static scenes that don't demand much power to run). Your FPS ingame should be around solid 60Fps WHILE streaming.

You should upgrade your gpu and then you should be fine!

On a sidenote your buffer is set too high and is probably contributing to your problem .Set both to a maximum of 75% of your upload speed(in your case around 2850, 3000 should also be fine).

If you stream on twitch , even with everything perfectly set up some of your viewers will experience stutter depending on how loaded their servers are and where they are viewing from.

Game capture is recommended over the other Capture sources!
