Question / Help [Twitch.TV] Stream laggy / poor "screen quality"?

Hello everyone,

I decided to give streaming a go and used OBS (which has a nice layout by the way). Unfortunately it seems im not using the correct settings (i checked alot of tutorials but still nothing changes).

Problems:
Stream is a bit laggy
Quality is "low/normal"
Playing games as CSS will give it a blurry layout (League of Legends is fine though).
Playing Diablo 3 will give me some sort of hardware lag (stream quality is not smooth but stutters a bit)


I got the following hardware:
Intel Core I7-4790 @ 3.6 Ghz
Corsair Vengeance 16GB PC1866
MSI R290x 4GB Graphic Card

Im not using any streaming capture cards.

I got the following settings:

Encoding:
Quality Balance 9 (CBR checked)
Max Bitrate: 3000 / 3000

Advanced settings

Process Priority Class: High
x263 CPU Preset: Very Fast
Encoding Profile: High
Keyframe Interval: 2
(CFR checked).

Video
Resolution Downscale: None (1920 x 1080)
Filter: Lanczos
FPS: 60

My upload download is 60mbit / 10mbit

EDIT: Twitch says my "Streaming quality: Excellent" on dashboard.. though my stream is still not.. "Excellent" but "Crap/normal"

Am i doing something wrong??

Changed it to 720p60 and still the quality still looks crap. Every game i play has a certain "laggy blur". Its not HD like most other streamers (some even have a bad PC but can still get HD streams).
