I'm having some issues with my Twitch stream studdering. The stream will run fine for a few seconds, then lag for one, before resuming. There is no in-game lag for me while playing, but when I have a friend check the stream out, they will see the studdering. There is also no apparent studdering on the stream preview from the Twitch Dashboard section when streaming.

My log is attached, I had tried upping x264 to superfast for this test, but the studdering still occured. I'm sitting on a pretty beefy internet connection (~30 Mbps up), so I'm not really sure what is causing this much studdering, when I used to stream SC2 w/ no lag like this at all.

While it's cool that you have a great internet connection, twitch does not allow extremely high bitrates(they see it as abuse of their service). I suggest you stay withing sane bitrate numbers, like 4000/4000 maximum.

I bumped the bitrates down to 4000/4000 and even dropped down to 480p, but viewers did not see any changes.

Your log looks fine (although the bitrate was definitely too high), the issue is likely on the viewer's end.

www.twitch.tv/bayloader is my twitch channel, has some short testing vods w/ different games (dota 2, DMC, PoE). The last two vods were the ones where I knocked it down to 480p I believe.

I have no problems watching your vod's. It's probably a problem between twitch and the affected viewers.
You can help by reducing the bitrate further(between 3000 and 3500 should still be good for 720p).

I agree, i think the issue is something with twitch and the ppl telling you its laggy cuz none of them were laggy at all for me.

As for oatz, try maybe lowering the fps below 60...i tried using 60 fps in OBS and had lag on mine also, but when i used same settings but with 30 or less fps, then it ran completely fine.
