Question / Help Twitch stream lag

hello all,
I'm running 16gb of ram with an hp I-5 processor in the hp omen pc and when running my stream, it looks laggy on twitch. 1 of 2 questions....

Would buying a solid state drive to run obs improve the fps (which seems to be the issue)

Or is it simply because I only have about 2.5/3.0 upload speed from my internet provider...the game runs fine but the stream is lagging..

I did all the YouTube suggestions of running around 48/60 fps on obs and x264 on my output settings and 3000 bit rate.

Any suggestions would be greatly appreciated

Post an OBS log file from a five minute or longer test run of high action video content, using the best settings you've been able to figure out on your own.

Turn V-Sync ON and limit your framerate to 60.

Also:
15:06:22.092: Output 'simple_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 47400 (94.5%)

Seems to indicate that your ISP fails nearly completely at 3000kbps.

and do all the steps and post your TwitchTest results. You said YouTube but the results should be applicable to either, in general.
