Question / Help Twitch, OBS High encoding problems help please.

I keep getting warnings because of high encoding in OBS, I'm only streaming CSGO and the quality actually looks awkard that's why I want to stream in 720p and 60fps at least but I only can in 30, or I can either lower the resolution. Is it me failing to setup right or my PC isn't good enough?
Ingame res:1024x768
Specs: Intel Core i5-3550, 3,9GHz, ASRock Z77 Pro3, 8GB Kingston RAM, MSI GTX 970 (MS-V316), 120GB SSD, 500GB HDD
