Question / Help Twitch-OBS, can't figure it out.

Hey, I was wondering why I can't stream to Twitch through OBS. PS4 internet connection and notebook connection both wired, 100 mb, so the internet connection is out of the possible causes.

Notebook specs, i7 4700HQ, 8GB Ram, GT 750M 4 GB as a Gpu, Windows 10/64bits and the capture card is an Elgato HD60. Literaly no setting works for me. I think 720p@60 should work, or at least @30. Tried 2000 bitrate, 2500, 3000, 3500, the stream is miserable. And my CPU goes up to 80%, also the memory goes high.

Also, OBS on 32 bits doesn't detect my capture card, only the 64bit OBS. Maybe because I have a 64bit operating system?
I saw a tool someone posted here to check the twitch bandwith speed, those are the results.

Frankfurt, Germany. Its the fastest for me as it is the most close to my country. I have tried other servers too but its the same.

I tried now, 2 minutes each. I have aborted the rest as it had no point since they are far from me and got good speed on EU servers. Seems great. I think its something wrong with that high CPU and memory usage...of course it only happens with OBS. The only weak component in my notebook would be the GPU, can that be the problem ? I doubt it can't stream decent at least at 720p@30.
