Question / Help Twitch fast, youtube slow?

I have been messing with this for the past few days, and I'm sure it's not a problem with the application, but I am unable to stream to YouTube at any rate higher than 1000kbps. I am able to stream to Twitch at 6000kbps, so I'm confident that it is not a bandwidth issue; my up and down is consistently >400mbps. I've tried changing between normal and low-latency at YouTube, but it doesn't make a difference. Any ideas?

Twitch and YouTube use different servers. Likely the route between you and YouTube has some instability.

Check this guide here for other things to try, but you will likely need to contact your ISP.

I contacted my ISP, they're convinced it's not them. I've run so many traceroutes to the YT ingest server and I've yet you find any hops with any significant latency. I'm pretty convinced you're right though, I just don't know where to go with them to dig deeper into this.
