Question / Help Twitch buffering problem

Hi guys
I did start my twitch channel 2 weeks ago with OBS and i love this Broadcast tool.
after a week my friends told me my Stream is lagging.

I played with the KB/s but i couldnt change the lagg/buffering problem.

If i watch my own stream it buffering 4-5x and then my stream is freezing and i have to F5 my Browser.

here is my Setup:

FX-8320 eightcore AMD 3,5
8gb ram
amd radeon R9 200 series
liquid cooling

while streaming my cpu usage is between 55-75%

i tried :
fully delete OBs and reinstall
change kb/s to 500 and it freeze like 1800 and 2500 kb/s
i did change the router
i did change the connecktion from lan to wlan and back to lan
64/32 bit version clean and with plugins

thy but i know the treat it try an other server like amsterdam / parisbut it doesnt realy change something.
in the Twitch Bandwidth test pic u can see the quality is near 60 i dont realy understant it in the forum from this tool it means 80 should be better but why is the quality so bad : / .
i tryed to shutdown my firewall but it doesnt help.

It doesn't matter which server you send your stream to. When you watch, you're getting it from san fransisco, because twitch

If you've read the forum thread about playback buffering then you understand that buffering is an issue between a viewer and Twitch. As long as you aren't dropping frames then there's nothing you can do because the problem isn't on your end. You have no control over how Twitch sends data to your viewers and there is no problem here for you to solve.
