Question / Help Twitch Buffering - No Drop's

Hey Guys! SUP!? :)


Okay i have a problem.
Im wanna stream to Twitch.

My Specs:

Windows 8.1
OBS 0.637 Beta 64 bit

Intel Core i7 920 @ 3,6 Ghz
6 GB DDR 3 Ram
Download - 100 Mbit's:
103.287kbit/s
Upload - 5 Mbit's:
4.692 kbit/s

Encoding Settings:
Use CBR
Enable CBR padding
Max Bitrate & Buffer Size: 2900
Video: 1920 x 1080
FPS: 60
Advanced:
Process Priority Class: Normal
x264 CPU Preset: veryfast
Encoding Profile: main
USe CFR

If i stream i dont get Framedrops but on Twitch its buffering every 15 sec's?
So why? Is the Bitrate to high for me? (im non twitch partner yet - is there a maximum?)

I tryed some other settings like 30 FPS, down scale to 720p but no fix for my problem.
If i set the Max Bitrate to 1000 there is no buffer but it looks so ugly...

sorry but i dont think that my bitrate is to "high" oO

There are other streamer they streaming with more then 3k bitrate and get no problems lol so i dont think this is the problem... i mean 2900 is not really high oO

EDIT:

I try to stream with my old internet connection (it is still active for a few days) and there i get no buffering.
So its a provider problem? What can i do?

2900 is relatively high for twitch, especially viewers of non-partnered streams will notice buffering.
If you want less buffering, you'll have to lower the bitrate. Other then that, you can't do anything about it.
