Twitch Bandwidth Test - 0 Quality (Decent internet + hardware)

Been dealing with poor twitch streaming quality, come to figure out this is the issue. I have decent enough internet to stream (100-110 down, 10-11 up)

After some testing and allowing obs and twitch tool through my firewall and antivirus things seemed to be fixed... until they werent. I am still gettings 0s, but i am also (inconsistently) getting higher scores. My streams are still dropping tons of frames, with the stream looking fine for the most part, but becoming very pixely and dropping frames every 10 seconds or so.

Any ideas?

If the twitchtest results is 0, then you have an issue in your firewall or network cable or the router or the modem or (most probably) your ISP.
To stream to twitch you use the rtmp protocol, and if there's an issue at any part of the local network (starting inside your computer) or the ISP, things aren't going to work.

How do I check to see which one of these things it is?

Call the provider, contact technical support so that they can help you solve the problem. What matters is what twitchtest shows, but you didn't provide any data.

If the problem is on the side of the provider, but they cannot help you in any way, then change it or you will have to move to another city. I am not kidding. There is no magic tick or secret that will fix everything. For twitch, you need at least 3500 kbps, for a resolution of 720p 60 fps.
