Question / Help Trying to stream League. Not working.

When ever I start streaming, using the basic streaming ideal settings, when tabbing in after I have started the stream, it either freezes, or jumps a lot. Tried doing it in windowed, borderless, and full screen, nothing changes. monitor is not ideal 16:9 resolution, tried several different resolutions and came up with same results.

Your CPU is very underpowered for streaming, 720p is out of the question. You'll probably need to downscale in the 480p/360p range, and possibly reduce the preset from veryfast to superfast or even ultrafast if you still can't get decent performance.
