Question / Help Trying to stream in bests conditions...help please!

I use to play to Call Of Duty BO3 in PS4 and capture it with elgato game capture hd60.

I want to do streams in 720p@60FPS.

My PC/Internet configuration is:

CPU: Intel I7 4790 @ 3.60GHz
RAM: 16GB DDR3@1600MHz
Graphics Card: Zotac NVIDIA GeForce GTX 570
Operating System: Windows 7 Professional 64-bit SP1
Capture Card: ElGato Game Capture HD60
Internet ConnectioN: 30mbUpload/300mb Download.


I've made 3 streams just for try...please check each one and tell me what do you think about it.
Watch them at highest quality please ;)

1st-
Encoder: CBR 3500kbs+Padding CBR
Video: 1280x720@30FPS
Advanced: Preset veryfast-main + Use CFR

2nd-
(same that first but @60FPS)
Encoder: CBR 3500kbs+Padding CBR
Video: 1280x720@60FPS
Advanced: Preset veryfast-main + Use CFR

What do you think guys...i think that the stream could have much quality...isn't it?

Any recomandation?

How can I improve my streams?


The audio in 1st and 2nd video are looping, someone can help me with that too?
