Question / Help Trying to Record YouTube TV / Sports - Getting Jitters

I'll try to explain my issue.

I have a pretty beefy computer. Core i7-7820X @ 3.60GHz 32GB RAM NVMe SSD etc. etc.

I want to record YouTube TV - sports. I've tried most settings I can think of.

Output - x264, CBR, 50K bitrate, main profile, frame rate 59.94
Output - NVENC, CBR, 50k bitrate, main, 59.94
Output - x264, CBR, 50k, main, 60fps
Output - NVENC, CBR, 50k, main, 60fps
Output - Simple, 40k bitrate, NVENC, 60fps, 59.94fps
Output - Simple, 40k bitrate, x264, 60fps, 59.94fps

etc, etc, etc.

And I always match up my framerate with my sequence settings / export settings in Premiere Pro. But there's always this little jitter that occurs in my videos. About every 10-15 seconds with 59.94 (but then it's pretty bad) and about every 5-10 seconds it seems with 60fps.

With NVENC the picture quality seems a bit better, but then as I'm watching the game (real time, not the recording) there's a little skip every 3-5 seconds (a different issue). That skip comes through in the screen recording as well.

I can avoid that little skip by using x264 but I just can't stop that little jitter that occurs every once in a while. It's frustrating as I've tried every setting I can think of to get rid of it. Nothing seems to work.

My best guess is that I'm not matching the YT framerate exactly. It doesn't matter what I do in Premiere, because my recording already has that jitter before I edit it up.

Any thoughts?

Hi, I'm really hoping for a resolution to this problem. I thought the OBS forum would be the place to ask . . . should I re-word my question somehow? Anyone?
