Seriously. Settings screenshots are a complete waste of time and bandwidth, when the log already contains all that information and more that can actually help. Just learn to read a logfile.
He's also using a buffer of 0 with VBR, which tells OBS to disregard the bitrate set and use as much as needed. So no matter if the bitrate is set to 1 or 500000, it's going to ignore it.
Would also not advise using Veryfast on that CPU when trying to record 1080@60. Superfast or Ultrafast could help keep things in check. Unfortunately the log file there was extremely short; the log shown isn't really a representative performance sample. Generally want at least 5-10 minutes of active streaming while in-game. NVENC is an option too, if you're only recording locally and can afford to huck a bucketload of bitrate at it so it doesn't look terrible.
