Question / Help Trying to find the right settings.

Ok so I'm trying to stream some cs:go and have been looking to find the best settings for me but everything is blurry/ greyed/ pixelated. I tried using the settings the obs site told me to and still my stream is very pixelated.

PC SPECS (this shouldnt be the bottleneck.)
CPU: i7-4790k
GPU: gtx 970

Upload speed is 2.7 mb

Bitrate set to 2300 kb/s
Resolution downscale to 1280 x 720
fps: 30

I stream with obs on a Faster preset i5 - 4690 if you see bottlenecking video try veryfast then. Use CBr padding use CBR, key interval 2 seonds coding profile high not main check CFR. use 120 bitrate or 96 bitrate in audio to get that little juice in video.use lanczos filter if you are downscaling.đ

This here is my stream http://www.twitch.tv/angelinahd/b/605042075 of playing wow on a faster present, it look amazing but it feels sometimes it jitters a little because CPU is working to hard on a faster present.Other games who use more cpu will frack me hard but i will just lower the present to veryfast when that happens
